24th GYALYUM CHENMO MEMORIAL GOLD CUP FOOTBALL TOURNAMENT

{(DEKYI LARSO TIBETAN SETTLEMENT BYLAKUPPE (TDL)}

 
   

 

RULES AND REGULATIONS

 Registration Fee Rs10,000.00(Ten Thousand  only ) not refundable with copy of letter from settlement office

(A) GENERAL:

  1. In addition to the FIFA rules, these modified rules will be applied.
  2. No protest in any form shall be entertained.
  3. The Official’s decision is final and binding.
  4. The organizing committee reserves the right to change the DATE and TIME of the match in the interest of the tournament.
  5. The weather condition will not affect the fixture, unless the match referee feels it absolute necessary either to postpone or temporarily delay the match.

 

(B) SOME OF THE MODIFIED RULES ARE:

  1. 11 a side game shall be played
  2. A maximum substitution of 4 players is allowed in a match.

 

(C) DURATION OF THE GAME

  1. 35 minute for each half in the entire league matches
  2. 40 minutes for each half of both quarterfinals and semi finals.
  3. 45 minute for each half for the final.

 

(D) REPORTING OF TEAM

  1. All the teams must report 30 minutes before the game.
  2. If a team fails to report on the match time, extra of 15 minutes shall be given, thereafter a walk over shall be awarded to the opponent team.

 

(E) POINT SYSTEM FOR LEAGUE

  1. The winning team gets (3) three points
  2. In case of draw, both teams gets (1) one point each.
  3. No points for the loosing team.
  4. In case of a walkout, the opponent team gets (3) three points and 1-0 goal score.

 

(F) TIE BREAK RULES (LEAGUE MATCH)

  1. The following formula / rules shall be applied to qualify in the knockout stages.
    1. Greatest number of points obtained in all group matches.
    2. If there is a tie, Goal difference in all group matches; (Goal Difference shall decide the winner <Plus and Minus>)
  • If tie still remains, first, Goal “FOR” will be considered – Team who scored greater numbers of goals for will be qualified in the next round.
  1. If the tie still remains, goal “AGAINST” shall count – Team with lesser number of goals against, shall qualify in the next round.
  2. If the tie still remains, the team who won in their previous encounter league matches shall qualify for the next round.
  3. If the tie still remains, the team that has conceded lesser RED CARD throughout the league matches shall qualify in the next round.
  • If the tie still remains, the team that has conceded lesser YELLOW CARD throughout the league matches shall qualify in the next round.
  • If the tie still remains, the toss will decide the tie.

 

(F) TIE BREAK RULES (KNOCK OUT MATCH)

  1. The following formula / rules shall be applied.
  2. If the game ends in a draw, 10 extra minutes in each half shall be played.
  3. If the tie still remains, penalty shootout (5) shall decide the tie. Only those 11 active players who played when the game ended shall take the kick.

               III.            If the tie still remains, the sudden death penalty shootout (1-1) shall decide the tie. One player from each team shall take the shot, until the result comes out. Only those 11 active players who played when the game ended shall take the kick.

IV        If the match ends in a draw in extra time as well, before tie system                         applies both team should maintain equal number of player.

                       

(G) CARDS AND ITS PENALTY

  1. Both the Yellow and Red cards system shall be applied during this tournament.
  2. If a player is booked with Yellow card in a match, he shall be penalized with a fine of 300 and this Yellow card will be carried for the entire tournament.
  3. If the same player is booked again with the Yellow in the next match, he shall be penalized with fine of Rs.400 and would be suspended for the next match.
  4. If a player is booked with two Yellow cards in a same match, the second Yellow card is immediately followed by Red card. He shall be penalized with fine of Rs.500 and would be suspended for remaining time and the next match
  5. If a player is booked with the Red card in a match, he will be suspended from the remaining match time and also suspend from the next match with Rs.500 fine.

 

(H) UNSPORTING BEHAVIOR AND ITS PENALTIES

  1. In case of manhandle, the organizing committee shall take stringent action against those involved. The offenders shall be fined a sum of Rs.2000 to 2500 depending upon the degree of offence, and further could lead to suspension from the current tournament to future tournaments organized by TNSA.

 (I)   TOP SCORER

  • The top scorer of the tournament gets special trophy with cash prize of Rs. 5000/-
  • Every yellow card deducts one goal and every red card deducts two goals.

 

(J) OTHER RELATED TOURNAMENT RULES

  1. Alcohol, drugs, intoxicants and substances of any nature unless prescribed by doctor are strictly prohibited by any player during the tournament. If any complaint of such cases comes to the notice of organizing committee, the Organizing Committee shall not allow that player/s to participate in further competitions
  2. All players are requested to show their ID card issued by TNSA whenever asked for.
  3. After playing two/three allotted league matches, if any team that doesn’t have chance to qualify for knockout stages shall vacate the allotted room after one day of their last match
  4. All the players must use the same jersey number throughout the tournament
  5. While substituting a player, the player outside the field must report to the fourth referee (officials) with the substitution slip in an advance.
  6. Manager/Coach/Physiotherapist is not permitted to go in the field while the game is in progress, unless the referee calls in case of injury.
  7. Managers to see that, all playing members are required to wear proper uniform.
  8. Only those players and official who have an official badge can occupy the team bench. It is the duty of team manager to see that NO other people should use the team bench when playing.
  9. Each team must bring two flags, one for hoisting and the other for team’s march past during the opening ceremony (The size of the flag shall be 3X4 feet)
  10. It is compulsory to put ARM BAND by all the team captains during the matches. It is the responsibility of the team management to arrange it.
  11. Two latest PP size photos with proper uniform are required while reporting at venue
  12. The campus rules will be circulated while reporting time
  13. All the participating teams must report on 29th March 2018 before 5:00 p.m. at TDL Tibetan Settlement Bylakuppe. The exact place shall notify later and required to report to organizer on your arrival.
  14. The team managers are required to submit the original documents; those clubs have submitted us by email.
  15. Submit the final list of 16 players and their updated GREEN BOOK (paid till 2017) photo copy with attestation from your settlement office while reporting at TDL Tibetan Settlement Bylakuppe on 6th
  16. The total member from each club shall not exceed from 18 (16 Players and One Coach and One Manager)
  17. The Organizing Committee shall arrange boarding and lodging for outstation teams from 29th March 2018.
  18. All the teams are required to deposit a security amount of Rs.3500, which is refundable, if any player is not involved in Yellow Card, Red Card and Damages of accommodation property.
  19. The fine shall be deducted from this security deposit.
